I'm trying to use Management Service Delegation set up in IIS, and I'm having trouble. I have an AD user that is set up with site level permissions in IIS. The user is not an Administrator on the IIS box. I want to give the user the ability to recycle an application pool, so in the manaagement service delegation console, I've set up the recycleApp provider to run as WDeployAdmin (which is an Administrator). However, When I try to recycle the app pool for an application remotely from IIS, I get the error:

Details:
Could not complete an operation with the specified provider ("recycleApp") when connecting using the Web Management Service. This can occur if the server administrator has not authorized the user for this operation.
The management service is running.
